The Central Agency Packaging Register (ZSVR) is a foundation under civil law, which officially commenced operations on 1 January 2019 when the German Packaging Act (VerpackG) came into force. The ZSVR is entrusted with sovereign tasks in order to implement the Packaging Act and, therefore, acts as a nationwide authority. Its status as an authority has been recognised by the highest court in a ruling by the Federal Administrative Court.
